The images above served as inspiration. The first 3 made me think of a future world where clean air  is a luxury. 
I then thought about ways of mass signalling and loosely combined several huge spotlights that were nestled in between lighthouse shape supports. The other ring was based around an antenna like structure.

World: Going down the pooper

The sparkle from our pleasures has been burnt to the edge.
They say we brought it on ourselves, but I have never been a we.
A world covered in ash makes it hard to even breath.
Eyes black, war paint made from decay, cuts made from rebellion.
I stalk the cities of smoke looking for a way to laugh away the pain.
Sometimes I even get burnt, but as long as the opal tower stands, so will I.
It's bright light beams not only an opalescent beauty unique to this monochrome world, 
but also a reminder of the peaceful past and a hope for its return

World: Still going down the pooper

Hovering on the void of there and now an invisible dialogue was made apparent...
In waves of light huddled worlds of data, a language perhaps.
indecipherable to the eye but somehow understood by the mind.
My role as architect was to bridge this gap between a future unbelieved,
and a present unappreciated.

A ring with 3 wires to the sky was forged, serving as a communication system.
To receive their hope.
To transmit our despair.
To translate their light into feelings and thoughts.
A Ruby to energise and flux all barriers. 
A new power ring was added to the list.
All broadcasts will now be interrupted with the truth
